Never Give Up looks like a great 3D SHMUP by Fabien Sanglard but it's still in the development stage for now and is more a game engine than a game.

It takes time and patience to learn how to make a game, two things I don't have. There are many game making programs out there for beginners to advanced people and some are even free.
